• 8 Aug 2019 in Senate: Mr. Deputy Speaker, Sir, is it order for the Senator to insinuate that my suggestion was that we do away with the law and not abide by it when I was calling for a more pragmatic approach to the laws that we already have? I suggested innovative ways of interpreting the laws that we have based on precedence before we had devolution and current practices from other jurisdictions with similar frameworks of fiscal decentralization as ours. In this new regime of dealing with this sector, they are referred to as persons living with disability and not disabled persons. May be, Sen. (Dr.) Musuruve can guide us. I have heard Sen. Ochillo-Ayacko call her a disabled person and she has smiled broadly. Is that the term used and should we continue to use it? view
