I suggested innovative ways of interpreting the laws that we have based on precedence before we had devolution and current practices from other jurisdictions with similar frameworks of fiscal decentralization as ours. In this new regime of dealing with this sector, they are referred to as persons living with disability and not disabled persons. May be, Sen. (Dr.) Musuruve can guide us. I have heard Sen. Ochillo-Ayacko call her a disabled person and she has smiled broadly. Is that the term used and should we continue to use it? view
