  • 18 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, I would like to second that the House do agree with the Committee in the said report. This Bill would bring a lot of sanity in county law enforcement and compliance. view
  • 18 Jun 2019 in Senate: Mr. Deputy Sir, I am just noting that actually on this one, there is interest. view
  • 18 Jun 2019 in Senate: Yes, I am the interest. Just to say one or two things even as the House agrees with the Committee in the said report, I know Members of County Assemblies across the country and, indeed, Kenyans have been looking forward to this House to pass this Bill. Initially, that brought a version of the County Wards Development Equalisation Fund Bill 2018 which went against the provisions of separation of powers in our Constitution. What this Bill will actually result to, if the House agrees with the report of the Committee is that, they will make sure that in our counties, ... view
  • 18 Jun 2019 in Senate: sided with the executive or not, whether they are in the same party or not, will have equitable development. So, I want to thank the Committee when they took it up from Sen. Kang’ata and they made sure they have brought clarity. I am dismayed--- view
  • 18 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, I will be brief. I just want to make some highlights. I want to thank Sen. Olekina for standing up on that point of order. I have risen on that point of order on several occasions. In many cases, he has been the one flouting the rules, and I am glad that he has now taken up the gospel. Many Senators do not know the existence of that provision. If a Senator is standing and speaking, one cannot pass between him and the Speaker. They have to go round, behind or they have to wait. This ... view
  • 12 Jun 2019 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I think you are letting Sen. Orengo get away with a cheeky statement he has made. The Chair’s position is the most elevated in the House. In a cheeky manner, Sen. Orengo said he was not sure whether the Chair was standing or sitting. That means he is either casting doubt on the vertical challenge on the part of the Chair or optical challenge on his part. Since the seat you are on is the most elevated, there cannot be any doubt whether you are standing or sitting regardless of the ... view
  • 12 Jun 2019 in Senate: Could the Chair direct that his eyes be checked because that is where the problem could be? view

  • 12 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, I stand to seek your advice. In as much as any Kenyan is entitled to bring a petition on any matter, it is important for you to advice the House, for the sake of neatness. West Pokot County has a duly elected Senator who represents the interest of his county and the interest of the government. When a Petition of such nature comes from the people of that area, is it not neater for it to be read out by the Speaker as opposed to it being presented by another Senator? If that is allowed, Members ... view
