Mr. Speaker, Sir, please clarify whether, in this new Standing Orders, we allow ‘riders,’ because we have the same problem in Nairobi. A lot of roads that have been done, whether it is Outering Road and in many other parts, our children are under the danger of being hit by cars because there are no bridges; and women are in- dignified by being forced to jump over these barriers. We would like to know the status and what the plan is with these roads. Is it---

Kindly, Mr. Speaker, Sir, in addition to that, the Committee should give us a status, because at some point I heard that they were somewhere in Nairobi of course without inviting the Senator for Nairobi. They went to Outering and Thika Roads. I wish they would have invited me to accompany them, and we will welcome them the Nairobi way next time. It is, however, important for them to also impress upon these authorities that they are not building roads for cars, but for people. there is no other presiding officer, we can get Senator number one in terms of Standing Orders, Sen. Khaniri, to sit in. We will do it very quickly because he understands how to do it. He does not have to be in the Speakers Panel; he can do it very quickly and finish the amendments.

On a point of order, Mr. Speaker, Sir. The good Senator for Nandi County has repeatedly alluded to elections. Could he kindly inform the House - because we are not aware and he is the Chairperson of the Committee on Justice and Legal Affairs – whether there is something that has happened to our Constitution that then sets us up for an election? This is the fourth time that he is mentioning it. Why is he so preoccupied with an election that we are not aware about? Is he in order? We are worried.

Madam Temporary Speaker, I was about to protest because I thought that you would not give me an opportunity. Nairobi City County and Machakos County have a special relationship. The Governor for Machakos County lives in Nairobi and the Governor for Nairobi City County lives in Machakos.

I congratulate the new President of Ethiopia, who is a woman, and the fact that Prime Minister Abiy also has a 50-50 Cabinet. Half of it is women and half men. I think you will see the brilliance that will come from that country.

Welcome and, please, before you go, make sure that you meet the women Members of the County Assembly (MCAs) of Nairobi. They are brilliant and passionate. I am sure you saw all “criminal ” and all that, but they are amazing people. We need to have more of those interactions between our counties and both levels of Government; the county assemblies and the Senate.
