  • 10 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, nothing is out of order. We will deal with those issues within the context of security. Adding us another Committee that might be a bit slower than my Committee which is very nimble---. view
  • 10 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, my words were taken out of context. Having chaired a joint Committee before, the bureaucracies of joint quorum might slow down our process. I did not mean that the good Committee on Energy is slow. Apart from the empirical evidence you have on response to statements, all Committees are as fast as the rest. Nonetheless, I just meant that the bureaucracy that comes with different clerks, timetables, Members and quorum requirement might slow us down and we want to jump onto this issue with alacrity and a lot of diligence. view
  • 5 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I thank the Senator who has brought this Statement on our behalf. I also thank those who have commented positively about what needs to be done and for the condolence messages. This was a sad incident. We have had fires in Gikomba Market, but this is the first time we lost lives. I thank Sen. Omanga and the local Member of Parliament (MP) for accompanying me to the site immediately the incident happened. We saw the extent of the damage. I have been to the site with different agencies of Government thrice and we also ... view
  • 5 Jul 2018 in Senate: Mr. Speaker, Sir, I ask for a few more minutes as the Senator affected. When we went to the site, as Nairobi leaders, we said that we are embarrassed because we keep going back to Gikomba Market and other different markets in this city after every fire. We look dishonest to the people because we give high sounding declarations and nothing is done. We said that we would not want to see ourselves doing that again. Immediately it happened, we had a meeting with the Cabinet Secretary of the Ministry of Interior and Coordination of National Government, Dr. Matiangi; the ... view
  • 5 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. Very quickly, I thank Sen. Mary Seneta for bringing this. One of the most affected counties yet again is Nairobi County. Laxity in public service has caused untold damage in this country. It has caused damage financially, economically and also the loss of lives. Many accidents have happened because of laxity of institutions such as the Water Resources Management Authority (WARMA), the National Environment Management Authority (NEMA), and the National Construction Authority (NCA). Many examples come to mind, one of them being the Solai tragedy. While WARMA is busy trying to evict people in Green ... view
  • 5 Jul 2018 in Senate: Thank you, Madam Temporary Speaker. Yes, this is a co-sponsored Bill. I am proud of the fact that this is, probably, the first of its kind in the history of our Twelfth Parliament. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 6 Jun 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for your kind indulgence. I did not request earlier because I had not seen the facts. I have managed to go through the Petition. In as much as we must acknowledge that every Kenyan has a right to petition this Parliament on any matter that is of concern to them within our authority. However, the matter of IDPs is a matter that cannot be spoken about forever in this country. When many of the IDPs of 2007/2008 were resettled and were paid during the first and second times, we saw cases of fraudulent Identification ... view
  • 6 Jun 2018 in Senate: Thank you Mr. Deputy Speaker, Sir. You are very kind to me today. view
  • 6 Jun 2018 in Senate: Mr. Deputy Speaker, Sir, no one has used the prefix that is prohibited in the House. I want to join you in appreciating the presence of Precious Blood Secondary School, Riruta. This is one of the schools that we are very proud of in Nairobi County. It is a school that I have been very close to since my days in school. It was our sister school when I was in the great school that I know you also went to. view
  • 6 Jun 2018 in Senate: Mr. Deputy Speaker, Sir, it was our sister school. I will not attempt to do what Sen. M. Kajwang' did in Mombasa but when I say that it was our sister school, I mean that they were the sisters and we were the brothers. The school that I am talking about is the great Lenana School. Precious Blood Secondary School, Riruta, has set the trail and it is a shining example of academic excellence and discipline and I am glad to note that one of the teachers with them, Mrs. Oyugi, has been there for many years and was even ... view
