All this is as a result of years and years of poor leadership within the city, from the councillors, the mayors and previous county governments, which I do not hesitate to point out the wrongs they have done. Mr. Speaker, Sir, on this specific question, I am glad that we have all agreed that there is no Jubilee life or NASA life. The sanctity of it must be looked at by the Committee. But on this specific Statement and the previous one, we have said that the Committee charged with these matters should look at them. We have the leadership from both sides present in the House; the Senate Majority Leader and the Senate Minority Leader. When will we constitute these Committees and get this work done expeditiously? Can they give us an indication?

I can see that all the amendments that are proposed in this Bill on Clauses 6, 7, 8, 9, and 10 plus new clauses have been proposed by one Member, Sen. Mutula Kilonzo Jnr. Seeing that he is absent are we not able to drop all his amendments at ago, using the procedures applicable? Otherwise, we will be wasting the time of the Senate.
