When we amended Clause 5, we had noticed Item 54, which talks about goods imported or purchased locally for use by the Kenya Foreign Commission, subject to approval. That is what is in 16 (c) 54. But when you remove Item 55, which talks about services imported or produced locally for use by the film producers or agents, we need to have the commitment that we are recommitting it elsewhere, so that it is under the Value Added Tax Act. Hon. Speaker, we face a dilemma in two ways. Actually there are two dilemmas. One, the time has elapsed for us to even convene again to present or adopt a report. Secondly, at the time the Joint Committee was constituted, the National Assembly had already made its decision on the matter. We would need guidance to know how we would bring back the matter to a House that has already dealt with the matter. In our opinion, we felt that the Committee was functus officio on that issue. I will try and speak louder. I am a bit taller than this microphone. Following the petition that you have just read out, there is a matter that I have raised before about forwarding issues to committees. If you look at our Standing Orders, you will realise that different committees have different mandates. I really commiserate with the children who are facing discrimination based on religious convictions. Deputy Speaker, if you look at the mandate of the Departmental Committee on Education, Research and Technology, you will find that in as much as it advances issues of education, the matter referred to the Committee is not a matter of education but a matter of discrimination on religious grounds. It does not follow how that issue, which is one of the issues my Committee is dealing with, has been forwarded to the Departmental Committee on Education, Research and Technology. Hon. Deputy Speaker, thank you for the guidance. The reason I am reinforcing the statement is that in addition to looking at that specific school, the reason why it should go to the relevant Committee is because it will look generally at the policy around discrimination. This is because there are many other schools that have not been able to bring such petitions. So, we stand guided. Thank you for that.
