  • 25 Mar 2014 in National Assembly: Given the fact that a lot of the issues that are being raised were also raised in the House when the Budget and Appropriations Committee gave its Report on the same, I would like to probably propose that pursuant to Standing Order No.95, the Mover be called upon to reply to this Bill. view
  • 6 Mar 2014 in National Assembly: On a point of order. This matter that has been raised by hon. Nassir is indeed, wider than just the security. I hear he has requested that an ad hoc committee be formed to look at it. But, I think if you look at the Committee on National Cohesion and Equal Opportunity, if it works together with the Committee on Administration and National Security or an ad hoc committee; this is actually how we should look at it. There are issues of profiling a lot of young people in this country. They are either being profiled as terrorists or Mungiki ... view
  • 6 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I am glad that since yesterday, I have not been able to catch your eye because it has given me an opportunity to listen to the sentiments by the Members. I have been hearing the Members saying that they only support with amendments, which is a fallacy because Second Reading has no amendments. If we were to amend this Bill, in my opinion, for it to pass, we would have to amend all the clauses because it is fatally flawed and unconstitutional. I, therefore, stand to oppose it. This week marks a year into ... view
  • 6 Mar 2014 in National Assembly: that this House and the Senate have the authority to legislate on any matters, but let us not flex legislative muscle just to try and sort out issues of character. If you look at this Bill and it is not wise to draft legislation when you are in a bad mood, it looks like somebody was in a bad mood, meaning that it is in bad faith. Let us allow our governors to work. Let us allow them to execute their mandate. When a governor was elected, even if he went and said: “I want to build swimming pools for ... view

  • 5 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, I hear the issues being raised by hon. Chachu. Hon. Mbadi as well said that there is an issue of constitutionality. By the time this Bill came to the Floor of this House, the issue of constitutionality had, probably, been dealt with by the Speaker because he approved this Bill. Since many of us may not want it or many may want it, we should allow the House to debate all its merits and demerits; issue of constitutionality can be determined at some other point. We should not curtail debate if we do not like this ... view
  • 25 Feb 2014 in National Assembly: Hon. Temporary Deputy Chairman, I would like to mention something with respect to this clause with the full knowledge that there are no numbers to amend it. However, if you look at what this clause does, it provides that the Authority, as it is looking to license players in the industry, shall from time to time carry out an assessment of the suitability of the person managing, controlling or having significant ownership and will allow that person, only when it is satisfied. I think this clause could have been worded in a different manner because the danger is that it ... view

  • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker for noticing my request to speak. I rise to support this Motion. As many Members have said, the two nominees are outstanding in, not only their character, but also in their professional service and experience. Doctor Ali is well known to me. I have worked with him. He has been, and I am not sure if he still is, a strong Member of the National Alliance Party. He was instrumental in the formation of the party and a lot of the activities we did. I can attest to his skills with respect to strategy, ... view
