  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, my further amendment on 1(B) is to delete the word “maximum” so as to read “subject to the percentage of the sum specified in Section 5(b) and prescribed in the Schedule under this Act shall include but not be limited to”, meaning that it is open. view

  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, I have a further amendment to the Schedule bearing in mind the fact that if we delete it we revert back to the original Bill. My further amendment is that we delete the words “three million” and replace them with the words “ten million”. This is in the first paragraph, third column of the Schedule. It should say as percentage of a maximum of ten million. view
  • 5 Dec 2013 in National Assembly: Hon. Speaker, I beg to second this Motion and just very briefly I want to really add my voice to what the Leader of the Majority Party has said. Even as we go on recess we must consider really what he has said. This is because it is very embarrassing really if at all the allegations he made are confirmed to be true. It is a shame not just to them but to all of us because we cannot sacrifice the lives of Kenyans – young children and women at the altar of political expediency. Something must be done. view

I want to welcome you there for us to share stories of the past session. We are chaired by the hon. “Washi”, Washington Midiwo. Karibuni sana. Thank you. So, three weeks kindly. view

  • 28 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I want to agree with and support the amendment by hon. Eng. Gumbo. Based on experience, at least from the perspective of a political party, a lot of times when dealing with the IEBC, or other similar institutions, you might find cases where there is mischief in respect to what they want to get as a political party. I am happy that we passed the earlier one because a person who is not authorized might give information that is not necessary. On this one, we need to be very clear that if it is a matter ... view
  • 28 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, from my understanding of this, I am really insisting. Even in the last election, before we had such a law, the kind of correspondence that came from the Independent Electoral and Boundaries Commission The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 28 Nov 2013 in National Assembly: (IEBC) was what sometimes you might get from other institutions. When you say that the IEBC may cite, then we might as well not have had the provision by hon. Gumbo’s, because it totally waters it down. If the amendment was to cure probable mischief, when there is a request that is mischievous, they will not cite it. So, we should rather just totally not have the entire amendment. If we compel the IEBC, when they are requesting information to state that this is pursuant to this section of this law, then it may make things better. So, I would ... view
