Let us be bold enough to say who a hero is; somebody who has gone out of his way to serve other people other than himself. Nkaissery because he has served this country for more than 46 years, but he has no commendation. Somebody who becomes a Cabinet Secretary for two weeks is given a commendation of EGH while the retired Major-General, who at some point was at the frontline of war in defence of this country, does not have any commendation. I am standing to support this Bill, with the hope and knowledge that this House is a House that will consider all these matters objectively. I realize that this Bill actually matured after 14 days, when it came in for the First Reading. I am also aware that the Committee did not get it in good time. What we need to improve at this point is matters of public participation as well as the Committees to get the relevant clauses that affect different Departmental Committees. view
