Kajwang for bringing that further amendment because if we had pushed everything to once in four years, we will not be doing justice to that group of Kenyans who are disabled. This is because if they are saying that within the County Allocation of Revenue Bill, as brought by the Senate there will be more funds allocated, that, in itself, is unconstitutional because the Constitution is very clear.
