According to our Standing Orders, summons are issued when a cabinet secretary fails to appear more than twice on a certain matter. Instead of using that word, you can direct that the Cabinet Secretary appears on a particular date. That will not be summon but it will be a direction from your Chair which must be followed. I know that many are hesitant to have in their records that they were issued with summons if they have been appearing before the Committees. Property is lost every so often when disaster strikes yet there is no model or framework through which it can be dealt with.
