The Senate in the US is representing regions and states just as the Senate in Kenya, which is supposed to represent the counties. That is why you have an equal number of senators across the US. In the US, in that protocol, the visiting Heads of State usually come immediately after the President. If the President of Uganda were to be here, I think he comes ahead of our Deputy President next to the President. The other thing is the governors of the states where functions are taking place.
