  • 6 Nov 2013 in National Assembly: There was a peaceful demonstration in Maralal where university students were demonstrating and they had a permit from the police. What happened is that the university student leader was chased by a police officer and killed. view
  • 6 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, sometimes, we need to set some background, so that it is understood why we need those clarifications, but I will stop there. Those extra-judicial killings are executed by police officers and what follows is that there is no OB that is recorded. That is because those incidents are supposed to be recorded by the police. So, is there an alternative OB when the police are conspiring not to do it because they are the culprits? There is another thing that I want to ask from the very able Chairman. Does the Parliamentary Committee, led by ... view
  • 24 Oct 2013 in National Assembly: Thank you, hon. Speaker. My initial resolve was to oppose the Motion but a colleague has just whispered to me that there are bigger things about our country, which are going to be discussed at the PAP. Those issues override my personal opinion. So, I want to start by saying that I support the Motion, based on the news that I have just received. Having said so, I want to raise my concerns about this list. Firstly, this is the same list that was brought to this House a few days ago. The mood of the House then was that ... view
  • 24 Oct 2013 in National Assembly: Hon. Speaker, I thank you for your guidance. I said at the outset that I support the Motion. However, I have a few reservations I want to speak about. Firstly, when the Motion came here for the first time, hon. Members raised issues, which I think are very important to us, as a country. Of course, we know what the Senate is entitled to do, constitutionally. They are supposed to represent the interests of the counties. As a person, I do not see any interest of Samburu County being represented at the PAP. I think it is wrong. We are ... view
  • 24 Oct 2013 in National Assembly: I want to go on record as saying that it is wrong to keep on bringing things at the eleventh hour so that we can be told that because there is no time, we have to do this so that we do not lose this and that. They had so much time since Parliament reconvened. I think we knew that we had the Pan African Parliament (PAP) and we should have seen this list. So, we should have proposed Members we think can represent us. Hon. Speaker, Sir, the other thing I have noted is that as bad as it ... view
  • 24 Oct 2013 in National Assembly: The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 24 Oct 2013 in National Assembly: Someone should tell me whether pastoralist issues are not discussed in the PAP, and yet most of the African tribes are pastoralists and agriculturalists. It is very wrong for me, as a pastoralist to know that there is no Member from the pastoralist area in the PAP list. Hon. Speaker, Sir, I support this Motion. view
  • 17 Oct 2013 in National Assembly: Hon. Deputy Speaker, Laikipia is one very unique county in our country. I want to thank hon. Lempurkel for bringing up this issue. I also want to thank the Committee for the steps it took because it is very important and it sets precedent for what Laikipia should be. Laikipa is one county where Africans occupy a very small place and the rest of it is occupied by white ranchers, who are very few. If anybody has the history of Laikipia in mind, this was done in a very bad way. When both the Africans and the whites went to ... view
  • 16 Oct 2013 in National Assembly: Thank you, hon. Speaker. I want to appreciate very much your ruling on the issue of offices. I am one of the victims of lack of office and I think we have treated this issue of offices far too casually. I have worked in so many places and even if there are no offices--- view
  • 16 Oct 2013 in National Assembly: I am just saying that I appreciate your ruling on the issue of offices. I think it is coming too late. It became a fact that you will have 349 hon. Members in Parliament four years ago when the Constitution of Kenya was promulgated. But there is something that is very worrying about the Commission that is supposed to deal with hon. Members’ welfare. I have worked in so many places and I do not mind if there are no offices for this long. But there should be some sort of information to tell us what is going on. The ... view
