Mr. Temporary Deputy Speaker, Sir, when we published our intention to create new districts, we wrote to the Provincial Administration officers in the affected districts. We asked them to convene a leaders meetings in order to decide on the boundaries, headquarters and even the names of the new districts. So, we are sure the DC in charge of that district convened such a meeting. Therefore, that problem should have been resolved. If it has not been resolved, we will revisit that problem and sort it out.

Mr. Deputy Speaker, Sir, Khwisero is being served by a vehicle belonging to the OCPD. That is the current arrangement as we make arrangements to send money for the repair of this vehicle.

We are all in agreement that drug-trafficking and abuse has become an issue of great concern in our country, translating into a major cause of insecurity and rapid spread of HIV/AIDS. This causes a major threat to public health and quality of productive life, with direct implications on our political, economic and social wellbeing. (a) I am aware that in December, 2006 armed raiders gunned down a 14-year-old boy at Kapturo Sub-location in Ngorora Location and stole 19 head of cattle from Yatya Sub-location of Kipkata Location. (b) I am further aware that three people were killed by gun-totting raiders at Rugus and Kiserian in Mukutani Division between the 25th and 28th March, 2007. Mr. Speaker, Sir, we have also opened up a few other roads that were impassable in the past. The exercise of branding animals is on-going. We have also intensified police patrols. Lastly, there is a programme of educating and sensitising the public through barazas by the Provincial Administration to address community policing and peaceful co-existence among members of the communities.

Mr. Speaker, Sir, I have already enumerated the steps that we have taken to ensure that people's lives and their property are protected. It is only once in a while that people lose their lives, which is a very unfortunate. But I have already said that we have beefed up security in that area. We have intensified patrols. We will ensure a continuous surveillance in the area so that people do not lose their lives and property.
