Thank you, Hon. Speaker. I rise to support this Motion. As we sign any treaty with any nation, we should consider our interest as Kenyans. We have signed treaties and later on we came to regret it. Hon. Speaker, you remember the Egyptian Treaty with the East African Community (EAC), which was in favour of the Egyptian nation, but the whole of East Africa did not benefit. So, it is very important for all of us to ensure that any treaty that we sign with any nation takes care of our interests. With those remarks, I support.

Protocol to the Constitutive Act of the African Union relating to the Pan African Parliament.

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. I hope you will agree with me that as we support this Bill, there are some issues that we need to look at as Kenyans. We need to sort them out first. In Kenya, when you mention land, everybody becomes keen and attentive because it is a very sensitive issue which every Kenyan is cautious of.

Let us all agree that somewhere along the way, we, Kenyans, messed up our land acquisition or ownership. I believe that it is not too late to rectify that mistake which our forefathers may have made deliberately or not. The Leader of the Majority Party and the Chief Whip of the Majority Party have highlighted the issues which we are supposed to address in the Land Value Index Laws (Amendment) Bill, but there are some other pertinent issues, which we need to relook at and correct them before it is too late. Let us try and look at the root cause of this menace. I hope you will agree with me that other than the culture, this is a cartel, a mafia of billions of shillings which is normally transacted. Let us not pretend, especially those people who practise it, either from northern Kenya, Pokot or Turkana. It is the leaders themselves who encourage the communities. Thank you, Hon. Temporary Deputy Speaker. It is very shameful to talk about cattle rustling in this country after getting Independence over 50 years ago. It is high time the communities which normally practise cattle rustling as a way of life and of earning money and getting their daily bread, changed that attitude. It is very painful to hear that some lives have been lost or some people have been injured in the process of cattle rustling.
