Thank you Mr. Temporary Deputy Speaker, Sir, for this opportunity to contribute on the Motion. I have to thank the Minister so much for the Budget which he read last week. The Budget is very okay. It is a balanced Budget which cuts across all the Ministries. It also tried to devolve resources to various areas or the constituencies. This will ensure development is initiated, monitored and supervised by the people who initiate it. Mr. Speaker, Sir, thank you for giving me this opportunity to stand in this House to give my maiden speech. My names are Joseph Oyugi Magwanga, Member of Parliament for Kasipul-Kabondo. In the Presidential Speech, the President talked about empowering the youth. When looking at youth issues there is the issue of unemployment. This has become a big problem in this country. Youth in this country are marginalised and are hard-hit. They are not employed. That is why most of them are involved in drug abuse and alcoholism. If employment opportunities could be provided to them, then they will be very good and responsible people in this country.
