I would like to thank the forestry department for taking care of Ontulili Forest in Meru County. It is a water catchment area that requires a lot of protection because it provides water to many people. It is good work that the Ministry is doing in planting indigenous trees so that the forest can regenerate and continue providing people with water. Let me also start by thanking the Minister for bringing the Bill and all the other Bills that are required for operationalisation of the county governments. We are now happy. We now know that the county governments will be operational because you can have them on paper but if there are no resources allocated to them, they cannot operate. I also want to take a very short time. These are competent Kenyans who have served in the public service for many years. Members have said; that the rules that were established in establishing this Commission were intended to prevent anybody, irrespective of what office one holds, from circumventing justice and preventing qualified Kenyans from occupying offices they deserve to occupy. The accusations that are being raised against Lydia Nzomo have never been proven. She was never asked questions relating to them when she was interviewed. I think the amendment is basically setting some standards and giving criteria so that not everybody competes for that position. We want to reduce the competition for people wanting to be in the committee. So, putting some minimum educational qualifications for people who will add value to the Committee is fair. Even now when they are not there, my committee in my constituency---- Most of them are Form Four level and above.
