  • 16 Dec 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this Motion. I also want to support it with amendments. 4156 PARLIAMENTARY DEBATES December 16, 2008 We are embarking on a very important national exercise and it is important that we learn from the past mistakes. We have not been able to deliver a new Constitution for this country because most times, we do not take time to engage in consulting and building consensus. Now, we should not repeat the same mistake. If we want to succeed this time, we should follow the example of what we ... view
  • 16 Dec 2008 in National Assembly: Looking at the past, the Kenya National Assembly, which is the representative body of Kenya, must lead in the Constitution-making process. If we let the Executive, of which I am a Member, to be overly represented in the Select Committee, then we will see the Executive driving the constitutional review process. Looking at the proposed names, you will see 12 Cabinet Ministers, four Assistant Ministers and two whips. That makes them 18, which makes them the majority in the Committee. That gives room for the Executive to manipulate the constitutional review process again. We will then be unable to reach ... view
  • 10 Dec 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I want your guidance as to whether the Member is following the Standing Orders in moving amendments to the Motion. view
  • 7 Aug 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to support the Motion for Adjournment for the following reasons. We 2448 PARLIAMENTARY DEBATES August 7, 2008 have been here, in the House, and transacted a lot of important business for the period that we have been here. Time has come to do the other very important part of our business; to go and inspect projects and present cheques for the projects that are running. Money for the projects was released the other day and we have not been able to have time to go there and see that the CDF projects ... view
  • 7 Aug 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for reminding me. I hope that the other Members who were debating the report in advance, could also take note of your ruling; that this is not the time to anticipate debate. They have to proceed with the Motion for Adjournment. Mr. Deputy Speaker, Sir, there has been a big problem in the country concerning insecurity. Even as we adjourn, I hope the police force can come up with a better plan to deal with the insecurity that is now all over the country. Especially in my constituency, there has been a major problem ... view

  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue raised by Mr. Mungatana is very important because all our Order Papers do not have Section 45(b). I am just seeking the guidance of the Chair. Are you raising an 2196 PARLIAMENTARY DEBATES July 30, 2008 amendment to the Motion or what exactly are you saying when you say that we add "b". Are we amending the Motion? view
  • 30 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The hon. Member is reading the Motion as amended, but he is not reading the amendment itself. What particular part is he intending to amend? He has to be specific. You do not just amend a Motion by reading an amendment. You have to be specific in your amendment. Which particular words are you removing and substituting which words for them; then you read out the Motion as amended, and then it will be properly before the House. Right now there is no amended Motion before the House. view
