First of all, the Minister for Justice, National Cohesion and Constitutional Affairs does not make rules for this House. So, the issue of overriding statement does not arise. It is only the Speaker who can give directives in this House. Every Member is equal here. So, whatever he has given is an opinion that is not special and bigger than any other opinion. view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, this House passed a law that capped the number of wards. This House has not reversed that law. So, we cannot have a report of the same House or Committee of the same House proposing an increase before the amendment of that law. So, this is a very important issue that requires a ruling from you. It is an illegal exercise by a Committee of this House because the Committee is attempting to amend a law passed by this House through a backdoor. view
