  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, part of the problem why the level of inspection in primary schools is very low is because the Quality Assurance Officers and the inspectors are not enough. They are also very poorly paid in relation to the headmasters whom they are supposed to supervise. They are demoralised and are not able to work properly. We have raised this matter with this Ministry in this House many times. Why is the Ministry still reluctant to improve the remuneration of inspectors and Quality Assurance Officers so that they can be able to do their job? view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you can recall that there were demonstrations relating to that plant. Mechanical control has not helped in Baringo. The problem is still persisting. What other measures, other than mechanical, is the Minister going to institute to make sure that, that plant is eradicated? If the Government introduced a crop that has been affecting the people, what is it going to do to make sure that those who have been affected are compensated? It is not their fault. How much money will the Government need for that exercise? view
  • 19 Jul 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The House might need some guidance from you. As you know, it is very expensive to prepare some of these answers. It costs the taxpayer a lot of money for us to prepare these answers. Our vehicles have to go to the areas in dispute and so on. What will we do when an hon. Member subjects the Government to such costly endeavours and then he or she does not appear in the House to ask the Question? view
  • 12 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, most countries use the radio to further their interests and to spread their cultures and values. So, the more we allow foreign radio programmes here, the more we promote other countries' values and interests in our country. The most important thing now is whether we can get a reciprocal allowance from those countries. We have the British Broadcasting Corporation (BBC) airing their programmes here.   • 12 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am shocked to hear the Minister admit that the ECK has created an illegality by overlapping the boundaries of two constituencies and turning one primary school into a polling station for the two. Boundaries of constituencies are supposed to be gazetted and known. Tigania East has existed as Tigania since Independence and its boundaries are also known. Why has the Ministry and the Government continued to cause the problem that has brought about clashes between the Tharakas and the Tiganias, when it is very clear in the maps and the boundaries are known?
