  • 24 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Even as I make my contribution, I have heard the Chair of the Departmental Committee on Education, Science and Technology mention that this particular amendment recognises the role of the Member of Parliament, but looking at it, I do not see where the Member of Parliament is. Maybe that is something that we will need clarification. view
  • 24 Feb 2016 in National Assembly: It is right and proper that education decentralisation be made effective by having the sub- county education office under the Board. That way, we are able to manage our education processes at a manageable and lower level than the counties. Actually, when you look at the operations currently, the county education boards which are now supposed to run education at the counties are unable to function effectively without the sub-county education boards. When we introduce the sub-county education boards, a lot of the processes and requirements in The electronic version of the Official Hansard Report is for information purposesonly. A ... view

  • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman, for recognizing me. From the outset, the Bill’s spirit is in order. I would only request the Mover to listen to these observations. One, the challenges we have been facing emanate from lack of a criteria and order of precedence. If we had this Bill, it would have sorted out many of the issues that we are raising now. Having said that, I will not support Clause 4 as it is even after the Mover has moved the amendment. view
  • 18 Feb 2015 in National Assembly: The further amendment that the Mover has introduced is bringing forward the former President after the Deputy President and removing the Leader of the Minority Party and only retaining the Leader of the Majority Party. view
  • 18 Feb 2015 in National Assembly: So, I have said that in this order of precedence I do not support the stroking. view
  • 18 Feb 2015 in National Assembly: Secondly, hon. Temporary Deputy Chairman--- Let me just make this other point. view
  • 18 Feb 2015 in National Assembly: Hon. Temporary Deputy Chairman, please. You give an opportunity and you honour it so that I can make my point. view
  • 18 Feb 2015 in National Assembly: The point I want to make is the one that the Mover has raised. It is about curing that purported Gazette notice through this Bill. How does it do it? That means that this order of precedence has a relationship with welfare issues. If that is the criteria that determine the order of precedence, then we really need to do a thorough job on this. So, that is why I do not support the order as it is. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Indeed, when this Question was filed early last year, this particular case of Master Zadock Omondi had not reached us. But I am privy to information that the case reached our office late last year. (b) The processing has begun all the way from the Homa Bay District. We hope that within the third quarter of this financial year, this compensation will be processed and dispensed with. (c) The Government is concerned about the rising cases of human/wildlife conflict and through the concerned institution - that is Kenya Wildlife Service (KWS) - ... view
