  • 12 May 2022 in National Assembly: Thank you, Hon. Speaker, as a Member of the Committee, I want to second the Report and thank the Members for their input. I would like to urge the House to pass the Bill with the amendments which were put. Hon. Speaker, it is imperative to note that our disaster preparedness has been challenged by either weak or lack of harmonised policy. You may recall the events of the disaster of the US Embassy in 1998 and the El Nino rains. Therefore, I second and urge the Members to support. view

  • 12 Oct 2021 in National Assembly: Thank you, Hon. Speaker. I will start by saying that this is an interesting debate. I want to support the sentiments by the Leader of the Minority Party. Article 119 of the Constitution gives the petitioner the right to raise issues that you have raised before this House. The issues before you are constitutional matters. As much as this is a House of rules and order, it is also a House of equity, fairness, honour and justice. Hon. Speaker, the petitioner cannot suggest that we delete what the House had passed. I am speaking as a Member of the Committee. ... view
  • 12 Oct 2021 in National Assembly: Committee and a Member of this House who has also been a victim of insecurity while serving in this House as the record would reveal. This House and you as the leader of Parliament have some inherent authority to ensure that we do not breach the Constitution. The sentiments being raised and the decision that will be made today will be on record because this is a House of record. If it goes on record, which is for posterity, some of the Members who are of a different view will one day come and say: We were just herdsmen and ... view
  • 12 Oct 2021 in National Assembly: so that we could use the relevant provision to ask the Members who imputed that bad motive on Members of the Committee to substantiate those claims, more so on the late Chairman, Hon. Paul Koinange, whose reputation was known by all Members of this House. Hon. Speaker, I would urge you to invoke those inherent authorities and defer this matter under Standing Order No. 53 (3) so that it can be reflected on well. That will also accord this House time to consider the issues which were addressed on the drought. view

  • 2 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. Mine is Question No.432/2019. It is directed to the Cabinet Secretary for Interior and Coordination of National Government. (i) Could the Ministry consider putting a distinct administrative boundary between Magina Sub-Location in Wawidhi Location, Nyando Sub-County and Wasare, Gem-Rae Sub Location in North Nyakach Sub-County to bring to an end conflicts among residents of the two Sub-Counties? • 2 Oct 2019 in National Assembly: Hon. Deputy Speaker, I have been constrained to bring this issue because I noticed that Parliament has just passed new Commissioners to the National Land Commission (NLC). There has been some mischief going on of fraudulent allocation of parcels of land in these two areas without any due regard to the law. view
  • 2 Oct 2019 in National Assembly: Hon. Deputy Speaker, my greatest concern is that this issue had been arbitrated in this House way back in 1995, but the Government has not taken any action on it. This matter had been canvassed in this House by my predecessors. view
