Mr. Speaker, Sir, I beg to reply. (a) Plans to upgrade Rumuruti-Maralal Road to bitumen standards are underway. The design of the road is completed. Currently, my Ministry is sourcing for a donor to fund the immediate implementation of the project. (b) The tarmacking of the road to Loiyangalani at Lake Turkana will be considered as 4304 PARLIAMENTARY DEBATES October 3, 2007 Phase II upon the construction of Rumuruti-Maralal Road. Mr. Speaker, Sir, I am aware that the road is in bad condition and that the DWO has already started repair works. We have set aside Kshs10 million this financial year through the fuel levy to ensure that we repair this road to motorable standards. We have also set aside another Kshs10 million through the Development Vote, so that we can look into the issue of upgrading the road to tarmac.

Mr. Speaker, Sir, it is not possible to say exactly how much it will cost because the road is about 107 kilometres. This road will require a lot of resources. We might, therefore, have to split it into two phases when we advertise. If you take a conservative figure, it will be in excess of Kshs3 billion.

Mr. Speaker, Sir, as I said, the design for the road is ready. That is why it is in the Development Vote for this Financial Year. We have put a figure of Kshs10 million, so that if we happen to get a donor this financial year we will go ahead with the work. If that is not possible, we will look into the possibility of the Government funding the project from the Development Vote.

Mr. Speaker, Sir, it is possible to use part of the Kshs10 million that we have set aside this financial year to do some repairs on the road that the hon. Member has requested. We will look into that.

Mr. Speaker, Sir, there are loud consultations here. I did not get it right. However, we will look into that road because it falls under DRC. I am sure the DRC has set aside some money for the maintenance of that road.

Mr. Speaker, Sir, I beg to reply. (a) I am aware that Malakisi-Lwakhakha Road C34 and Busia-Malaba Road C43 are security roads and that they are adequately allocated funds annually for repairs and routine maintenance. (b) The Ministry is processing issuance of funds for routine maintenance and spot rehabilitation of the roads as per Road Maintenance Levy Fund Budget for major roads for financial year 2007/2008. (c) My Ministry will include Busia-Malaba Road in the budget proposals for financial year 2008/2009 for design and tender documentation for construction to bitumen standards. Mr. Speaker, Sir, these roads are in Busia, Bungoma and Teso Districts. The road that traverses through Busia will receive Kshs3.6 million for the section passing through Busia totalling 13.4 kilometres. The section traversing Bungoma which is 21.9 kilometres will receive Kshs7.2 million. The section traversing Teso which is 10.4 kilometres will receive Kshs1.650 million. The Malava Busia Road which is entirely in Teso District and measures 24.8 kilometres will receive Kshs13 million this financial year.

Mr. Speaker, Sir, it depends on the condition of the road. The section that Mr. Sungu is talking about is so dilapidated that we cannot patch it using bitumen. The easiest and most convenient way is to use gravel which is a bit cheaper, more convenient and quicker to repair.

Mr. Deputy Speaker Sir, I beg to reply. (a) The construction of Nunguni-Kikoko Road is set to be done during this financial year. The Ministry has already commenced mobilization for the works. It is estimated that this exercise will cost Kshs68 million. (b) In this financial year, a total of Kshs68 million, that is Kshs10 million from the Development Vote and Kshs58 million from the Petroleum Levy Fund, has been set aside for the construction of the road.
