Currently, we have a lot of conflicts pertaining to upstream interrupting water flow and sometimes denying water for irrigation to people who live downstream. view

Temporary Deputy Chairman, I beg to move: THAT, Clause 2 of the Bill be amended by inserting the following new definitions in their proper alphabetical order− (a) “Scheme Management Committee” means the Scheme Management Committee established under section 8(ba); (b) “Dispute Resolution Committee” means the Dispute Resolution Committee established under section 8(bb). We are defining what we have already approved; that is the Scheme Management Committee and the Dispute Resolution Committee. We are only defining them so that when you go to the body of the Bill, you do not ask yourself what they are. Thank you. view

This is probably one of the most important Bills that this House will pass this year. It looks at the management and development of irrigation schemes in this country. As we talk about that, we need to look at the experiences we have had in the past.   • 10 Apr 2018 in National Assembly: committee will stand in between the water users associations and NIDA, so that when the water users associations collect money, it will be passed to this committee. The committee is to be comprised of the farmers as well as representatives of the National Irrigation Board. They will look at what has been collected, sit down and decide some of the infrastructure that needs to be improved in those schemes. This will improve the relationship between farmers and NIDA and thereby realise some of the success we want from those schemes. Another very important area is on dispute resolution. From our ... view
  • 10 Apr 2018 in National Assembly: As we continue to look at those schemes, it is important that revenue allocation, especially to the new National Irrigation and Development Authority, is able to support our farmers. I support this Bill and I will be talking to the Committee so that I can bring in my experiences which will strengthen this Bill and be truly beneficial to this country. I second. view

  • 29 Mar 2018 in National Assembly: Thank you, Hon. Temporary Speaker. I would like to propose that we continue with this Motion. I do not see violation of Article 37. When such Motions come up, they enable us interrogate the various articles of our Constitution and not just one article. When we talk about Article 37 that provides for demonstrations and picketing, we need to look at that alongside others. I would like my brothers to also look at Article 27.   • 29 Mar 2018 in National Assembly: When we organise demonstrations knowing very well that there is potential for violence, our disabled people will not participate, our pregnant mothers and the elderly will not participate. This is why this Motion is coming in, so that we can have order and designate areas. This does not mean forests. It can be a whole street in Nairobi where people can do whatever they want to do.
