As I indicated earlier on, notification of programmes that are being implemented in this country is not about the council having a lot of powers. It is about there being order in the way we implement activities especially activities that relate to our children. I would want the proposer to also read Clause 77(2) of the Bill because in my opinion, it is not in line with what she is explaining.
