Yes, it depends on how many points I have. Thank you, Hon. Deputy Speaker. I have looked at the Political Parties (Amendment) Bill of 2021 and I speak first and foremost as a Member of Parliament representing Tharaka Constituency, a Member of the Justice and Legal Affairs Committee and also as a lawyer. I have particularly a problem with Clause 2, which seeks to amend Section 2 of the Political Parties Act, which in essence introduces matters that are not constitutional. The Political Parties Act is basically founded on Article 260 of the Constitution, which defines a political party by ...

Secondly, I take you to Article 118 of the Constitution. Today, we are debating the Political Parties (Amendment) Bill, a Bill that seeks to amend the Political Parties Act. The proposed amendments have very serious ramifications on Kenyans because almost all Kenyans are members of political parties. Under Article 118, this House is required to conduct extensive and conclusive public participation. Unfortunately, this was not done regarding this Bill. So, what we have is an advertisement in the newspaper calling for written memorandum. First and foremost and extremely important, in my view, we should have conducted what would be, in ...

ensure gender balance in the Commission. The current Commission comprises of two women and a man. The appointment of the nominees will ensure that the two thirds gender rule is complied with. On persons with disabilities, we noted that the two nominees do not fall under this category. However, the current Vice-Chairperson of the Commission is a person living with disability. Therefore, that is adhered to. On youth, the Committee observed that, whereas the Constitution requires the State to take affirmative action measures to ensure that the youth have opportunities to associate, be represented and participate in political, social and ...

Thank you, Hon. Deputy Speaker. I wish to thank all the Members who have been able to contribute to this particular Motion. In particular, I want to take note of the remarks by our able Leader of the Minority Party that when we are vetting, we are bound to look at everything because in this country, many things happen. We have people who have degrees in this country, but they have never done Form IV, neither have they done any bridging course. We are duty bound to know where they got those degrees from. With those few remarks, I beg ...

Thank you, Hon. Deputy Speaker, for standing by you word because the contributor did not want to hear what I am just about to say. The sentiments by the Member are very dangerous. He is talking about the proportional number of the community that has been chairing the Commission. That is very dangerous because the Member is not talking about the proportional population of that same community. He is only looking at the number of employees. It is very dangerous for us to go in that direction because we will be taking ourselves back to a very dangerous time.

Thank you, Hon. Speaker. I would like to comment on both petitions. On the first Petition, this country has a number of settlement schemes that are yet to be concluded in terms of titling and this is causing anxiety amongst the people who were originally allocated the parcels of land. Some people are encroaching on the land while others are buying land in some of the settlement schemes. This is likely to cause a lot of conflict in the future. I have in mind similar a problem in Mwea Settlement Scheme, which, to-date, has not been resolved. I urge the ...
