Even as I do so, I take note that our Committee made a visit to Dadaab and heard from the community the challenges they go through. It is true that we have a lot of challenges there especially on double registration. The youth that were looking for opportunities registered as refugees and now they want to get back their national ID cards. view

Those Members who have spoken before me have congratulated you in a good manner. Some do not understand what it means for you to be in the position you are in. We know that we have the President who is the party leader of Jubilee Party and the head of our region. The party leader said that he will identify slowly the person whom he will work with because a wise man in a family always has a young one. They were elected to represent people out there and they hear. I know like now there are many people watching and listening to us. They are listening as we say that you are there and will be representing so and so. That is not the case. view

I rise to support this Bill and congratulate the Chair of the Departmental Committee on Administration and National Security for providing real leadership in coming up with this amendment. I can confirm, as a Member of that particular Committee that we met several groups and people who enriched what was initially drafted. Drug production, consumption, possession and trafficking has increased and advanced in terms of handling and people developing mechanisms for evading arrests and manipulating our law enforcement institutions.
