On my behalf and that of the people of Mwea and my family, I extend my condolences to the family of the late President Moi and the nation of Kenya. The people of Mwea remember the late President for many things. I want to single out one thing in 1992 when he gave out about 20 title deeds to the Mwea Irrigation Scheme. I do so in recognition that this is one of the most innovative Bills I have seen since I came to this Parliament.   • 4 Dec 2019 in National Assembly: I would also like to bring to the attention of the Departmental Committee on Transport, Public Works and Housing the utilisation of the Fuel Levy Fund and especially money that goes to the counties. Historically, all roads were done by the national Government. When we devolved functions, there are some roads that were classified to be maintained by counties. But, you find most of those roads are in a poor state and whenever we go back home, we are blamed for not advocating for their maintenance. view

I am particularly happy that I will not have to wait for 10 years before I get, at least, one road completed in Mwea. My constituency happens to be the most populated rural constituency in Kenya.   • 4 Dec 2019 in National Assembly: Therefore, it is important we realise that if we remain the way we are, this country will never realise it 10,000 kilometers of road and the 7,000 kilometers of road will not be completed in the next 10 years. I want to inform my colleagues that the 7,000 kilometers have started, but they are not complete because contractors have not been paid. Most of them have been paid 10 per cent to enable them to commence works and there are several cases out there.   • 4 Dec 2019 in National Assembly: ever get there. I am happy that the Chair clearly articulated that this money will move us to a level that is 10 years from where we are. The Chair should be very keen on the utilization of that money. We shall have a bond that we will be paying in five years.   • 27 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I support this unfortunate Report. I share your concerns and those of other Members who have raised similar concerns. It is really disturbing to see that the Central Bank of Kenya is ready with its reports which have already been audited. The auditors who audited these reports were appointed by the former Auditor-General. view
