By establishing a drought emergency fund, we are simply saying that as a country, we want to be prepared. We do not want to start running up and down looking for funds when things happen in our country. It is, therefore, an important fund that will enable the country to respond in a timely manner whenever we have emergencies. I mentioned that Kenya is no longer in 1965. We are now talking about a new Kenya where resources are devolved to our 47 counties. One of the speakers before me mentioned that our country has changes because of climate change. Some of the areas that we thought were food- sufficient are now starting to face problems from time to time.
