I hope that as we look at resource allocation Bills in this country, we need to re-look at what we are doing. We need to look at how resources are allocated to ensure that in future we do not create another problem as we have always had. We have talked about marginalised counties but we are now coming up with a neo- marginalisation caused by our ways and methods of allocation of resources in the country. view

This is a lot of money that has been allocated. Part of it is a grant and another part is in form of loans. This country is going to pay the money. It is not free. I would like to thank and congratulate the nominating authority for ensuring that this time there was a serious attempt to ensure regional balance and he looked at marginalised areas. As I do so, I note that most times we assume because we have internet services wherever we are, that people out there also have them. view
  • 5 Dec 2018 in National Assembly: Access to internet is important to everyone and it will also save us a lot of revenue. We have people who are travelling long distances to just take a copy of their IDs which can be transmitted through such facilities. I also want to note that although the Motion talks about introduction of these services in constituencies, we have constituencies that are far too large and they have more than one sub-county. It is high time that even as we discuss some of these services, we should consider doing them at the sub-county level and not just at the constituency ... view

By having these services at the sub-county level we will also be saving our people a lot of travel to the Huduma centers that are located at the county level. People will be able to do some of the simple services that they require including putting in their applications and only go to Huduma centers to collect their documents or payments.
