  • 1 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I beg to move:- THAT, the County Library Services Bill (Senate Bill No. 6 of 2015) be read a Second Time. This is a simple Bill. Therefore, I will not take a long time on it as it seeks to devolve library services to the counties. It also seeks management of libraries set up in the counties. Currently, the public library services are regulated by the Kenya National Library Services (KNLS) Act which establishes a board within its main function to promote and manage the libraries. The current board was established many years ago. Therefore, this ... view
  • 1 Mar 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir. Sen. (Dr.) Khalwale, please, pay attention. I am privileged to have studied a degree course in Information and Library Sciences, which included studying the cataloging of books and information that helps to manage libraries. Currently, our libraries are not well established. The only libraries that are established are the national libraries. All the libraries in this country are run by KNLS Act. This Bill seeks to have boards established in the counties so that our people get library services at the grassroots level. This is because libraries do not only have books, but they ... view

  • 3 Dec 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me a chance to add my voice to this Motion. First, I take the opportunity to thank Sen. (Prof.) Anyang’ Nyong’o and Sen. Kagwe for a job well done. As much as we are trying to support this Airline, it is painful. I want to echo the sentiments brought about by Sen. Wetangula when he said that as much as this Airline was going down, we need to bring to book and punish or do something to people who brought this airline down. Mr. Temporary Speaker, Sir, we look at the costing ... view

  • 25 Nov 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me a chance to also support this Motion of Adjournment. As a Christian who was born Catholic and now Pentecostal, I think this is a very good opportunity for us to receive the Pope. It is a message from God that Kenya is not forgotten. We still have a chance to heal and get peace. We should be inspired to receive the Pope and pray together as a country. We should pray for peace, love and togetherness. The Pope is not coming to sanctify the Jubilee Government but to pray for our ... view
  • 22 Jul 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to add my voice to this Bill. First, I take the opportunity to congratulate Sen. Halima for bringing such an important Bill that affects most of us. This is considering that with education, everything is possible; we can improve the economy, and ourselves, socially and career-wise. I would like to refer to one of the objectives of university education as stated in the Bill which is “Support and contribute to the realization of national, economic and social development.” This is a very important point in the development of the ... view
  • 2 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, in regard to what Sen. Billow has brought to the House, it is good he has mentioned that this agency is supposed to be responsible for promoting Kenyan products in the regional market. Kenya is known for sports, tourism and other good things which we cannot promote if we do not develop the hotel industry. These loans are supposed to be available for investors who would like to develop the hotel industry. Currently, these loans are not available due to the fact that the board is not in place. I sought this Statement in November, 2014 ... view
