Thank you, Hon. Temporary Deputy Speaker. I rise to take side with my sister’s comments about this indecent act. It was unfortunate and uncalled for. I commend the Muslims from Masalani for not taking the law into their hands as would have been expected.

Thank you, Hon. Temporary Deputy Speaker. I was saying that I commend the Muslims from Masalani for not taking the law into their hands as would have been expected in a more charged situation like that. That was quite commendable because they just went for a peaceful demonstration. We really do not want such incidences to fuel animosity between various faiths or religious sections. So, I would really call for a deterrent action, as Hon. Sophia said. That should be identified so that this does not happen to the same community and vice versa.

Thank you Hon. Temporary Deputy Speaker for giving me this chance to commend the President for his Speech and talk to a few items on it. Looking at the progress made in fulfilling the international obligations in one of the reports from the President, we are proud that the relationship between Kenya and international organisations has been enhanced. That includes membership to regional and international organisations like the Common Market for Eastern and Southern Africa (COMESA), the Intergovernmental Authority on Development ( IGAD ), the East African Community (EAC), the New Partnership for Africa's Development ( NEPAD) and many others. ...

union, which is kind of a culmination of what we are looking at in the EAC. We are happy that in 2017, a law was passed by the EAC Summit on Elimination of Non Tariff Barriers. It is going to help in regional cooperation. Besides that, regional cooperation has also increased regional trade, infrastructure and free movement of persons, labour, goods and capital. This is a big milestone in our relationship with the world and our partners. I also want to touch on the state of national security, which is in one of the reports. The President has put a ...

Thank you, Hon. Temporary Deputy Speaker for giving me this chance. I would like to start by congratulating you for being appointed to the Speaker’s panel. We are proud of that. I am going to be very brief. I do not want to go into the nitty-gritty because most of my colleagues have already done that. I want to start by thanking the ad hoc committee, ably co- chaired by Hon. Cheptumo and Sen. Dullo, for diligently executing its mandate. They selflessly did their work. They sacrificed and worked late into the night to ensure that these amendments are deliberated ...

Kenyans do not deserve what they have been put through during this period, just because there is need to satisfy the ego and the whims of one person whose pot of requirement is kind of a bottomless pit because of conditions after conditions. So we want to put Kenyans at rest through these amendments. Clause 3, for instance, gives a provision that ensures continuity of the Commission’s business even in the absence of the chair. I am even surprised that this lapse in the IEBC Act, 2011, could not have been discovered earlier. It was a blunder. It needs to ...

Whether we have the elections on 26 or not, these laws must pass because we have said it is for posterity. It is good practice world over, be it in the public or private sector, to have vice-chairs in organizations to ensure continuity and succession. The issue of quorum, for instance, needs just common sense. If a quorum of nine is five, why should a quorum of seven or below remain the same? It should obviously go below five. So is the issue of physical delivery of Forms 34A. What is the essence of having these forms if it is ...

Thank you, Hon. Speaker for giving me this chance. As I support this 21st Report of the PIC on the Audited Accounts of State Corporations, I appreciate Hon. Keynan and his Committee for the good work they have done in the 11th Parliament. It is not easy to scrutinise the accounts of different organisations. Hon. Speaker, I support the recommendations put forth by the Committee. Looking at the different challenges that State corporations face, including failure to submit statutory deductions, they should not be allowed to accumulate these debts as this is what has increased their debts. There is the ...
