Joyce was born in abject poverty. In 2012, she suspended her PhD studies to concentrate. In 1985-1996 she participated in the translation of the bible to Turkana language. Previously, Joyce worked with the United Nations Children and Oxfam Kenya and was actively involved with the community. She puts education empowerment on top of her list in her quest to transform Turkana County. She also believes that without security, there cannot be any development and therefore has been very vocal on issues of security in her parliamentary debates.

Thank you, Hon. Temporary Deputy Chairlady Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 20 of the Bill be amended in sub-clause (2) by deleting paragraph (f). This mandate ensures that communities will have little say, as it is now, over the planning and zoning of their lands. As it is, it also opens the door for county and national Governments to set the land use requirements for communities who will have little power to make local land use planning decisions.

Thank you, Hon. Temporary Deputy Speaker. I stand to support this Bill and I will not repeat points that have been stated. This Bill is long overdue given the fact that institutions like the International Olympics Committee (IOC) which works with the World Anti-Doping Agency started the fight against doping in the 1960s. It considers the fight against doping a priority and has established a zero tolerance policy to combat cheating and punish the culprits. It may be. I am just suggesting that there should be ways of administering tests even before people run, so that we do not lose many of our young people. I understand we lost about three people on that Monday.

I also urge the Ministry and all the actors in sports to start recruiting and supporting athletes from the rest of the counties. In Turkana, we had Ereng and Kelai. We have many others who do not access the opportunities because they do not get support.

Before I make my remarks, I would like to congratulate the Judges and Magistrates Vetting Board for the good work they have done since they started the vetting process. It is only fair and reasonable that we support this Bill to enable the Board complete its mandate. It will be unfair to have some judges vetted and others left out just because of lapse of time if the process stops stop mid-way.
