Joyce Akai Emanikor

Joyce was born in abject poverty. In 2012, she suspended her PhD studies to concentrate. In 1985-1996 she participated in the translation of the bible to Turkana language. Previously, Joyce worked with the United Nations Children and Oxfam Kenya and was actively involved with the community. She puts education empowerment on top of her list in her quest to transform Turkana County. She also believes that without security, there cannot be any development and therefore has been very vocal on issues of security in her parliamentary debates.

  • 11 Dec 2014 in National Assembly: They object it with obvious reasons. We know men have small secrets, but I support this and I am sure all the women support it. view
  • 11 Dec 2014 in National Assembly: Thank you, hon. Speaker. As I said earlier, it was on a light note, but with some truth. I respect the Constitution of this country. I hold it in high regard. I respect Chapter 4 of the Constitution, the Bill of Rights, the freedoms of privacy and the conscious fair hearing and access to justice. This Bill protects the most fundamental human rights, which is life. This is protection, safety and security. • 11 Dec 2014 in National Assembly: die, who will enjoy these rights that we so vehemently and passionately purport to be defending? How many more lives are we going to lose before we intervene as leaders of this country? The country is in a crisis. It is in an emergency situation. It is on fire. We have lost lives and property. We are in desperation, but we are not helpless because we can do something through legislation. I come from a region that has been torn apart by conflicts and insecurity. I am a victim of aggression. I have witnessed terrorist attacks, ruthless and brutal cold ... view
  • 4 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I support this amendment. We are not good stewards of what God has given us because the public does not really know the value and worthiness of our natural resources. If we all knew the value and worthiness of our animals, forests, minerals, land and all the resources we have, we would appreciate them. Therefore, protecting them would be a necessity. So, I really support this amendment. view
  • 4 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I stand to support the amendment although my comment was on the previous one. All the same, it is connected to this. We changed this to make it more specific as opposed to the previous broader Public Complaints Committee which would have made this ambiguous. The other good thing is that common citizens will be able to access this Committee. view
  • 15 Oct 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support the President’s Address and inform my colleagues, who thought this Address was only on the ICC, that it is an elaborate Address in its content and has many policy issues that are very important to this country. I also want to inform hon. Wandayi that there are so many national issues in this Address; he said that he does not see anything national in the President’s Address. When we talk about the sovereignty of this county, that is a national issue. The issues of terrorism and economic growth and its ... view
  • 15 Oct 2014 in National Assembly: It is my request to the President that, even as we fight Al-Shabaab to protect our neighbours, we also need to look inwardly and see the conflict that is perennial within our borders and between tribes that live in Kenya. We have had problems of the Pokots and the Turkana butchering each other; stealing from and impoverishing each as well as highway banditry. We have many people who are destitute now; many orphans and widows. Service delivery has been interrupted by the conflict that has always been regarded as usual or normal. There is nothing normal about cattle rustling and ... view
  • 14 Oct 2014 in National Assembly: Thank you, hon. Speaker. To begin with, hon. Ngilu has done the women leaders of this country proud. This shows how serious women take their duties. Today, the people of Turkana and I were going to be beneficiaries from the responses by the Cabinet Secretaries and in particular the Cabinet Secretary for Education, Prof. Kaimenyi. There were urgent issues which I consider of emergency nature and critical in the education sector. There is a looming strike organized by the Kenya National Union of Teachers (KNUT) and we would have averted that if only the Cabinet Secretary turned up. In Turkana ... view
  • 14 Oct 2014 in National Assembly: this country is an injustice. It is a violation of children’s rights and gross abuse of Article 53 of the Constitution of this country. Previously, we have actually relegated our chairpersons to the positions of messengers because they have not been able to answer supplementary questions. They have only been answering the main question and whenever we had supplementary questions like those answered by Ngilu today, they could not answer them. I think the Cabinet Secretaries should take the new system positively because it is time effective, less cumbersome and cost effective. They do not live in Parliament as they ... view
  • 21 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Report and plead with the House to adopt it because it is a good Report. I am very proud to be a Kenyan and to be a citizen of this country. I am proud of being a senior Member of East African Community (EAC). The EAC is only fourteen years old – its treaty was signed on 7th July, 2000. Hon. Temporary Deputy Speaker, when I look at the Report, I see EALA haS enacted so many laws. This is good and it shows that EALA is doing a ... view
