Joyce was born in abject poverty. In 2012, she suspended her PhD studies to concentrate. In 1985-1996 she participated in the translation of the bible to Turkana language. Previously, Joyce worked with the United Nations Children and Oxfam Kenya and was actively involved with the community. She puts education empowerment on top of her list in her quest to transform Turkana County. She also believes that without security, there cannot be any development and therefore has been very vocal on issues of security in her parliamentary debates.

Temporary Deputy Speaker, I urge the Committee to give notice not just to LDKL, but to all players in the industrial sector, including the extractive industries of oil, gas and other investors and manufacturers. Environmental and social impact assessments are mandatory and the resultant recommendations must be undertaken and enforced by NEMA.

In the last Parliament, I was a Member of this Committee and we had problems with NEMA. I agree with Hon. Sakwa that NEMA needs to be audited. We had problems with Tullow Oil. There were many issues with regard to environmental degradation caused by activities undertaken by Tullow Oil. Despite that, NEMA gave us satisfactory information on the strategic environmental assessment on oil and gas industry in Kenya. Hon. Temporary Deputy Speaker, we know very well the conditions the police live in. It should be part of the mandate of IPOA particularly looking at the welfare of the police.
