Dr. Joyce Cherono Laboso

Dr. Laboso, a distinguished scholar can best be described as assertive and confident. She had never thought of being a politician, her debut into politics was unceremonious. The first signals were sent as she eulogized he late sister, Lorna, who had died in a plane crash. A week later elders announced that they had chosen her to fill the vacant Sotik Parliamentary seat. In her two terms she has prioritized development of roads, education, water and electricity within the constituency. She also holds close to heart women issues. Dr. Laboso is the current deputy speaker, National Assembly.

  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, thank you for giving me this opportunity. We have been appalled! We cannot believe what we have just heard. When we went round this country campaigning for the new Constitution, telling Kenyans that this is a new dispensation, a new order and that things will not be business as usual, we truly believed that this was a new country. I remember clearly Mr. Orengo telling Kenyans that policemen will be saluting Kenyans and asking them: “Can I arrest you?” Can we say the same now? From the scenes we have just seen, are we not ashamed of ... view

  • 3 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to know from the Minister why it takes even up to six months for the commissioning of projects to be done. The REA does its part very well and completes the projects, but it takes up to six months or even more for commissioning to be done. Could the Minister, please, explain where the problem is? view
  • 3 Nov 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for allowing me this chance. We are particularly aggrieved as women that a woman has been discriminated against. Mrs. Shebesh has just read to us the Constitution, which I believe is the highest authority in the land. Is there a law then that is higher than the Constitution that should be taken into account even if it concerns the army? This girl deserves to go back to the army. As three hon. Members have already said, normal monthly periods should not be used to prevent a woman from joining the military. That is part ... view

  • 2 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, considering the very good work that the Rural Electrification Authority is doing in distributing power to rural Kenya, what informed the decision to cut their budget to each constituency so that now we are hardly able even to complete one project because of the very huge cut that was done in their budget? view
  • 28 Oct 2010 in National Assembly: Hon. Members, we are now in the Committee of the Whole House to consider the Presidential Memorandum on the Animal Technicians Bill, Bill No. 18 of 2009. Proceed, Mr. Minister! view
