Dr. Joyce Cherono Laboso

Dr. Laboso, a distinguished scholar can best be described as assertive and confident. She had never thought of being a politician, her debut into politics was unceremonious. The first signals were sent as she eulogized he late sister, Lorna, who had died in a plane crash. A week later elders announced that they had chosen her to fill the vacant Sotik Parliamentary seat. In her two terms she has prioritized development of roads, education, water and electricity within the constituency. She also holds close to heart women issues. Dr. Laboso is the current deputy speaker, National Assembly.

  • 11 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Youth Affairs and Sports on the ongoing saga surrounding the management of the Youth Enterprise Development Fund (YEDF). Could the Minister clarify to this House who is the bona fide Chief Executive of the Fund? Why is there conflicting information from the Minister and the Board on this matter? What is the status of the YEDF in view of the foregoing? view
  • 11 Nov 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also rise to support the adoption of this report. First of all, I would like to sincerely congratulate all the hon. Members of the Pan-African Parliament from Kenya for providing leadership in that continental body. I wish to sincerely say that we are proud of them for all the leadership roles that they have been given in that body. I also urge our Government to give more support to that Parliament because we have heard that it has been having a lot of financial problems. I also urge all the African Governments to support ... view

  • 20 Aug 2009 in National Assembly: I want to begin by congratulating the Ministry for being proactive and doing a good job. We have seen the Minister has been very active and he has really delivered. I want to particularly commend the Ministry for the subsidies that they gave on fertilizer. It has had a great impact on the farmers and I know that the farmers of Sotik have appreciated that reduction in fertilizer. I am sure it played a major role in the high yield of maize that we got this financial year. view
  • 20 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, nonetheless, I would really like to urge the Ministry to consider as has been already alluded to, value addition to raw materials. We have a lot of raw materials in this country and the farmers are really not benefiting as they should. view
  • 20 Aug 2009 in National Assembly: I am very proud to be a farmer’s daughter. I was a farmer’s daughter when farming used to mean something. At that time, my parents were able to take me to school to quite a high level. I do not think the same can be said of farmers right now. Farming is not able to give farmers enough to provide for their children and to also meet all their needs. This is basically because a lot has changed over the years. I would like to say that the role of extension services has not been effective. If farming is going ... view
  • 18 Aug 2009 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for allowing me to contribute to this important Ministry. As others before me have spoken, honestly, the Government is not taking this Ministry seriously. If they were taking it seriously, they would not allocate it the peanuts it has. This is not acceptable for such an important Ministry to be under-resourced. This is unfair. We pride ourselves as a country with highly trained human capital, but which in most cases is unable to be engaged or get the jobs that they require. I hope this Ministry will assist us to come up with ... view
