Dr. Joyce Cherono Laboso

Dr. Laboso, a distinguished scholar can best be described as assertive and confident. She had never thought of being a politician, her debut into politics was unceremonious. The first signals were sent as she eulogized he late sister, Lorna, who had died in a plane crash. A week later elders announced that they had chosen her to fill the vacant Sotik Parliamentary seat. In her two terms she has prioritized development of roads, education, water and electricity within the constituency. She also holds close to heart women issues. Dr. Laboso is the current deputy speaker, National Assembly.

Speaker, Sir, all these banks come out and look like they are rosy and working in the best interest of Kenyans but they are part of the cahoots or groups that are trying to fleece our country. Therefore, I want to congratulate the Committee for setting the pace and for showing us what it means to seriously carry out an investigation. Temporary Deputy Chairlady, I just wanted to clarify that until it is said “Shall we make it part of the Bill?” that is when you have concluded debate on any matter. So, as long as we are still making further amendments, we are perfectly in order to continue. If she had already said “Shall we make it part of the Bill?”, that would conclude any further amendments on that particular amendment. view

Earlier on, the Leader of Majority Party had said that this kind of Motion could just be an amendment to the current Electricity Bill. This is because when you have it as a Bill, it can actually move to become law. view
