  • 20 Nov 2013 in National Assembly: The Bill will also address some inadequate institutional governance that has failed to provide for separation of function on policy development, regulation and operation in the sector. The common conflict on mandates and jurisdiction between the Kenya Wildlife Service (KWS) and the Kenya Forest Service (KFS) will also be addressed. The need for devolution and decentralization of wildlife management to the lowest level will also be addressed. I would also like to bring to the attention of this House that this Bill, in compliance with the Constitution, will provide several guiding principles shown in Part One. • 19 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I beg to move that the Public Finance Management ( Uwezo Fund) Regulations, 2013 be read the Second Time. I want to propose that the Temporary Deputy Speaker do now leave the Chair to enable me to move this Motion. I want to ask Members to pay attention because this is a very important Motion that we are embarking to discuss. I want to say that the Uwezo Fund stems from the pledge that His Excellency the President made to allocate Kshs.6 billion that was meant for the presidential run off to youth and ... view
  • 19 Nov 2013 in National Assembly: Thank you hon. Temporary Deputy Speaker. I was on the second objective of the Uwezo Fund. I was saying that the second objective is meant to generate gainful self-employment for the youth and women. Thirdly, it is also meant to model an alternative framework in funding community-driven development. The Uwezo Fund will employ the principle of table banking which is what is known locally at the grassroots level as chama. Also, the revolving Fund will create a unique blend of financing for the youth groups and will be disbursed at the constituency level; modelled along the Constituencies Development Fund (CDF) ... view
