  • 5 Jul 2016 in National Assembly: I think it is good we give our views because the first term of reference for the Committee is to inquire into the allegations against IEBC. In the inquiry, some of the documents the Committee is going to use will be the HANSARD Reports of both Houses. Therefore, what Members who get a chance to contribute will say will be one of the sources of information that the Committee will refer to when they are inquiring into how Members and Kenyans in general feel about IEBC. We need to urge those in the Committee that when they write their report, ... view
  • 5 Jul 2016 in National Assembly: should seize this opportunity and bipartisan atmosphere and correct all those loopholes in the electoral laws. There are some other issues to do with elections that are very serious and we have always been doing them in a very haphazard way. The issue of party lists with respect to nominations has to be done in a very transparent way. We should know when to do it and who qualifies. It should not be done on the basis of who knows who. This Committee is all about elections. The issue of party primaries must be streamlined. Look at what has just ... view
  • 29 Jun 2016 in National Assembly: Hon. Speaker, the Procedural Motion has been moved quite ably by the Mover, who is the Leader of the Majority Party. The HBC resolved yesterday that as we come to the end of the financial year, which is tomorrow, Thursday, 30th June, it will be good to regularise everything that pertains to that financial year. The next financial year starts on Friday this week. This House passed the Budget for the Financial Year 2016/2017 yesterday. The Budget will come in an appropriate way because we shall have passed the necessary legislation with respect to the Financial Year 2015/2016. Therefore, the ... view

  • 28 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity to also support this Bill. Once the Budget Policy Statement (BPS) and the Report of the Budget and Appropriations Committee have been passed by this House, the Appropriation Bill would just be on line items of projects and services that have been already approved. Therefore, there may not be much to talk about the entire Budget process. So, I will just highlight some of the Budget items that have been shown in the Appropriation Bill. As it has been said, the Government has resorted to programme-based budgeting which calls for tangible ... view
  • 28 Jun 2016 in National Assembly: 5,000 to 10,000 teachers will be employed in August so that when schools open in September for the third term, we will have those teachers in schools. We have been talking of electoral reforms and this Budget has included money for them. Without anticipating debate, I know we will be having a joint select committee of both Houses to see what reforms we need in the electoral sector. It is good to point out that as we move there, the money that has been set aside for the Independent Electoral and Boundaries Commission (IEBC) in this Budget needs to finance ... view
  • 8 Jun 2016 in National Assembly: Hon. Speaker, I beg to lay the following Papers on the Table:- The Report of the Auditor-General on the Financial Statements in respect of the following institutions for the year ended 30th June, 2015 and the certificates therein:- (a) National Intelligence Service; (b) Intelligence Service Development Fund; (c) Constituencies Development Fund, Roysambu Constituency; (d) Public Trustee; (e) The National Police Service Commission; (f) Kenya Leather Development Council; (g) The Kenya National Library Service; and, (h) Office of the Attorney-General and Department of Justice. • 8 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I beg to reply. Many colleagues have spoken to this Motion and some very important issues were raised. The merit of having the second container terminal at the Mombasa Port is the issue of decongesting the Port. By decongesting the Port, our regional trade and even far beyond this region of East Africa is going to be fast- tracked. The movement of goods at the Port is going to be faster. It has also been raised by colleagues that the other importance of doing this is that it will increase the handling capacity of goods at ... view

  • 26 May 2016 in National Assembly: Thank you, Hon. Speaker. In seconding this straightforward Motion, I want to point out that while seeking the exemption from the Standing Orders, it is a requirement that the Motion states the objective of bringing back the Bill before the expiry of the six-month period. As the Leader of the Majority Party has put it, and as you have well stated while making your Communication, it is for the purposes of aligning the provisions of the Anti-Doping Act, 2016 with the UNESCO policy against doping in sports. It is very urgent because we are all aware that there will be ... view
