  • 19 Aug 2015 in National Assembly: Thank you, Hon. Speaker. I second this Procedural Motion. It is good. I want to plead with the House that we approve this Motion because it is after approving this Motion that we can even have Motions No.10 to No.18 read and come to the Floor of the House. As the Mover has clearly said, the originators of those Bills have delayed in bringing them. The National Assembly is fast-tracking the coming into effect of those Bills. Now that our calendar is in the public domain, this House will be proceeding for a long recess beginning Friday next week. It ... view
  • 30 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity to support this very important Motion. As a Member of the Committee, I want to say the following. First of all let me congratulate our defence forces for the good work they have been doing in trying to defend the territorial integrity, or the boundaries of this country. It is a good job and we pay tribute to those who have lost their lives in the line of duty. We know they have lost their lives on our behalf and for us, as a country. We must always be very ... view
  • 30 Jul 2015 in National Assembly: numbers need to be doubled and the hardware modernised as much as possible. With such pacts or protocols in terms of the cooperation of East Africa now, we even need to do more. For the benefit of the country, this is not the first pact to be done globally. It may be the first one in our country but I just want to draw the attention of the Members that it has borrowed a lot from several examples in the world like the North Atlantic Treaty Organisation (NATO) Defence Pact. This comprises of 28 countries in North America and Europe. ... view
  • 30 Jul 2015 in National Assembly: Because my time is over, let me end by saying that the work of the National Assembly in approving all these defence instruments and the sending of our forces to wherever they will be required is still maintained. view
  • 28 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute on this very important but very voluminous Bill. It has 1,000 clauses. Nevertheless, I start by supporting it and say that it seeks to consolidate the law relating to incorporation, registration, operations and management of companies as well as the normal or routine activities of companies. • 28 Jul 2015 in National Assembly: Most importantly, it introduces the aspect of regulating operations of foreign companies in the country while they are carrying out their businesses here. The Bill also aims at modernising Kenya’s business sector and making it easy for local and foreign entities to invest in this country. Without anticipating debate of the Adjournment Motion coming soon after this, I know the main aim will be how to make doing business in this country easier and make it competitive, global, innovative and value added in respect to the just ended Global Entrepreneurship Summit (GES) that was held in this country just a ... view
  • 28 Jul 2015 in National Assembly: This Bill also aims at developing a modern company law in order to support a competitive economy in a very comprehensive form taking into account current trends of globalisation and regional integration with a particular focus on regional economic blocs we have nowadays like the East African Community (EAC), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the African Union (AU) and also the global world. view
  • 28 Jul 2015 in National Assembly: Every country tries to have her own laws that are competitive and simplified in order to make the country very important globally in terms of doing business. This Bill may not be very perfect. However, with amendments that Members individually or through the Committee will propose at a later stage, we can make it a very comprehensive Bill, as I have said, takes into account current trends of globalisation and regional integration in the ways of doing business. It further intends to reflect on the prevailing circumstances of carrying out business in a modern economy. This includes the modern patterns ... view
  • 28 Jul 2015 in National Assembly: The old law which this proposed Bill tries to modernise provided that a company should have a minimum of two members before incorporation. However, this proposed Bill allows for what is called one member companies. Section 4 (1) of the Companies Act Cap 486 of the Laws of Kenya requires that public and private companies can be formed when there is a minimum of seven persons and two persons respectively. However, this proposed Bill talks about two people for public companies and one person for a private company. Therefore, it allows the one member companies as a way of simplifying ... view
