  • 4 Dec 2014 in National Assembly: Hon. Speaker, I stand to second this very important Motion. The Mover has ably given the justification for the raising of the ceiling. I want to second the Motion by also trying to put some points across on its justification. This is a noble idea and it is doable. From the outset, Kenya’s overall net public debt to the GDP ratio has declined over the last two years as a result of prudent financial policy and a stable macro- economic environment. This is based on the report by the IMF and the World Bank that says that, at the end ... view
  • 4 Dec 2014 in National Assembly: Hon. Speaker, if you look at Kenya’s risk over external debt analysis, the distress remains low while the overall public sector debt dynamic continues to be sustainable. So, with the current policies that the National Treasury has put in place; and with the oversight role of this House in terms of accountability and transparency; there is no cause The electronic version of the Official Hansard Report is for information purposesonly. • 4 Dec 2014 in National Assembly: for alarm if this Motion goes through. If you look, again with the baseline scenario of the entire distress test, when you want to take a loan, you must do a risk analysis. But Kenya’s external debt burden indicators do not breach any of the relevant policy dependent thresholds. It is favourable. With the recent classification by the World Bank of Kenya as a medium transformer in terms of the quality of the policies and institutions, I believe that is another indicator that can give this country some good rating to borrow externally. view
  • 4 Dec 2014 in National Assembly: In conclusion, proper investment for the borrowed funds is highly recommended to ensure that the country’s debt rating and rate of return on investment remains on the positive as this promotes the foreign exchange flows that will mitigate any currency crisis should there be any. Therefore, both equitable use, across the country, of this money being borrowed and prudent management, accountability and proper oversight by this House is a must. It is also good to note that what this Motion calls for is the approval of the increment of the ceiling just for planning purposes. The nitty gritty of the ... view

  • 4 Dec 2014 in National Assembly: I beg to move that the Environmental Management and Co- ordination (Amendment) Bill, National Assembly Bill No. 31 of 2014, be now read the Third Time. view
  • 4 Dec 2014 in National Assembly: Thank you, Temporary Deputy Speaker. First, I want to take this opportunity to thank and congratulate the Departmental Committee, led by hon. (Ms.) Amina Abdalla. It is for the same reason that my good friend, the Member for Balambala, has said that they have done a very good job. Hon. Members will remember that when debate on this Bill was, first, being moved, there were lots of technical issues that were not clear but hon. Amina Abdalla and her Committee have managed to simplify everything through these amendments. That is why we have The electronic version of the Official Hansard ... view
  • 4 Dec 2014 in National Assembly: moved very fast in a consistent and coherent manner. Thank you, hon. Amina Abdalla. Congratulations to the Committee! view
  • 4 Dec 2014 in National Assembly: Hon. Temporary Deputy Speaker, I have three comments on this Bill. First, it has aligned the Environmental Management Act with the Constitution. By doing so, it has brought our counties to the same level with the national Government in environmental conservation and management issues. view
  • 4 Dec 2014 in National Assembly: Secondly, if it becomes law, this Bill will go a long way in protecting our environment against pollution and exploitation. As a country, we will move forward in trying to get the 10 per cent forest cover because forests include the environment. We will also be moving into a future of green environment. view
