  • 3 Apr 2019 in Senate: Thank you, Mr. Speaker, Sir. I thank Sen. Mutula Kilonzo Jnr. for raising this important issue regarding Samburu County. It is a concern to all of us that almost the entire executive will be in for it. We know how long these cases take. It will take so long before these cases are concluded. It is important that the Senate explores alternatives so that the people of Samburu County continue to receive services, including development. I do not know what solution the Senate will give but we need an alternative so that the people do not suffer because of a ... view
  • 3 Apr 2019 in Senate: waiting to see how it will go but, to me, it was a sad day to see people blessing somebody who has been accused of perpetrating the same bad things to the community that he is supposed to have protected. Slowly, I think we should read the mood in this country. The mood is that all these looters should be behind bars. The mood is that whoever you are, you cannot steal from the people. However, I want to make a plea to our courts; that they cannot release Gov. Obado on a very small bond and then ask Gov. ... view
  • 3 Apr 2019 in Senate: Yes, Mr. Deputy Speaker, Sir. I will add a little bit. I had done much of my talking and was about to conclude. Therefore, I will take less than five minutes to conclude what I was saying. view
  • 3 Apr 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I am in support of this Bill. As I had said, the principle on public participation is enshrined in our Constitution. This Bill is one of those Bills that have come up to further put structures in place to ensure that the public is able to do public participation in good time and in the right manner. This Bill creates a facility for public participation. Therefore, people are able to participate and give their views. Mr. Deputy Speaker, Sir, this Bill has gone ahead to suggest that we can renovate already existing structures for ... view
  • 3 Apr 2019 in Senate: Mr. Deputy Speaker, Sir, I wish to repeat that we cannot afford to have our governors build Kshs200 or 300 million palatial residences and construct over Kshs500 or 300 million chambers but are unable to provide a shilling for purposes of building a hall for the citizens who elected them and whom they represent to sit, engage and give their views in an orderly and comfortable manner. So, if they can afford to construct those residences and other bit of development, public participation is equally as important as the rest of the development in the county. Mr. Deputy Speaker, Sir, ... view
  • 2 Apr 2019 in Senate: Mr. Speaker, Sir, I rise to support the Report of the Committee. The man I saw before the Committee was a man who presented himself as a very smart and confident man; Mr. Hillary Nzioki Mutyambai, to me, presented himself very well before the vetting Committee and in the interview. This is a man who, from the papers and credentials we saw, fits this job. He rose through the ranks. In fact, it was interesting that this gentleman decided to go straight from the university to become a policeman even after getting his first degree. Most people would not leave ... view
  • 2 Apr 2019 in Senate: He has a wealth of experience from what we saw in his papers and from his own presentation. At one point, he was asked how he rose successively through the ranks; it was like nobody else was moving up in the manner in which he was being promoted. We were satisfied that this man rose through the ranks because of his hard work. He is a man who, to us, is committed to duty. As Sen. Sakaja has informed this House, the only friends of the Committee happened to be gentlemen Senators and a Member of Parliament (MP) from the ... view
  • 2 Apr 2019 in Senate: amongst themselves. This is because from the top to the bottom - almost every head of each Ministry on that day of the national dialogue - three quarters were from two regions in this country. It could not be a national dialogue for this country. Mr. Speaker, Sir, we need a better national dialogue and national outlook that has inclusivity in it. The face of this country is made up of 42 tribes and we cannot shy away from our tribes. We should use it as a strength and not a weakness to fight each other. I thank the nominating ... view
  • 2 Apr 2019 in Senate: Mr. Speaker, Sir, in an articulate manner, Mr. Mutyambai engaged with the joint Committee. He was able to answer all the questions that we asked in a manner that was satisfactory. In fact, all the bodies that had been written to, to assess his integrity, like the Ethics and Anti-Corruption Commission (EACC) and the Higher Education Loans Board (HELB) wrote back and said that he had a clean record. It is not easy for a police officer who had started from that lowest rank of the police service to the rank that he is being proposed to right now, not ... view
