I think sometimes we have lost lives and have severally been told that where one has a fire sometimes it is impossible to save lives because of poor access to buildings. Therefore, what is the relationship between this particular law and what is already provided and existing in counties? Madam Temporary Speaker, there is also the issue of hawking in many areas, including in Nairobi, where many alleys and access areas have been turned into hawking grounds.
