(Dr.) Mwaura was dressed like that in this House, then we would have ruled him out of order for not being properly dressed. However, Sen. (Dr.) Mwaura is out there in the sun, and we understand his condition, which is albinism. He is, therefore, properly dressed for purposes of outdoor dressing in the sun. If he was in here, it would have been something different. view
