When I came in and heard the Debate, I remembered that just the other day we had a meeting with the relevant Ministry. They were working on regulations the irrigation system in this country. We had very robust discussion as to whether in regulations, we are going to be too mean to those that have very little to irrigate, yet very useful for sustaining our livelihoods and our usual food security. It is not that we lack laws in this country. The laws are there and we keep amending. We keep saying that we need food security and to do irrigation.
