Thank you, Madam Temporary Speaker for this chance to contribute to The Irrigation (Amendment) Bill (National Assembly Bills No.12 of 2021). When I came in and heard the Debate, I remembered that just the other day we had a meeting with the relevant Ministry. They were working on regulations the irrigation system in this country. We had very robust discussion as to whether in regulations, we are going to be too mean to those that have very little to irrigate, yet very useful for sustaining our livelihoods and our usual food security. did we intend to just appoint somebody to take that money down the drain? If we are not even following up that money, then what are we doing? It is not that we lack laws in this country.
