Mr. Speaker, Sir, I think Mr. Mwancha meant to say that when this cess was introduced, at that time, we did not have such a fund as the Fuel Levy Fund. So, the Fuel Levy Fund is supposed to go towards the maintenance of roads. Why do we want to levy another tax on farmers when we have money through the Fuel Levy Fund that is supposed to be used to maintain roads? Why tax farmers twice? Why can we not abolish this cess altogether, on all the crops and not just coffee, tea and sugar cane?

Thank you, Mr. Temporary Deputy Speaker Sir. It means that the Assistant Minister was not listening to my opening remarks. I said that we must approach this subject with sobriety because we must give a balanced view. We must not create the impression that it is one sided. Therefore, it is important that we have a Select Committee that will soberly look into the status quo, at the way things are so that we can have a balanced distribution of these positions. Mr. Speaker, Sir, it is an open secret that there is a concentration of teachers in urban areas as opposed to the villages. What measures is the Ministry putting in place to rationalise the position? Teachers who are over-concentrated in urban areas should be encouraged to go back to the villages even if this means giving them some kind of incentive.

Mr. Temporary Deputy Speaker, Sir, from Jomo Kenyatta International Airport (JKIA), it takes a minimum of one hour to get to the City centre. So, there is a company which is going to airlift people. As soon as you land, you get into a chopper and you are brought to town. That will take five minutes. That is what is going to happen. If the Minister is now aware, I have informed him.
