asked the Minister for Agriculture:- (a) if he is aware that Khwisero Division has an establishment of 11 agricultural officers to serve over 25,000 households; (b) if he is also aware that out of the 11 agricultural officers, six have been transferred without replacement; and, (c) what he is doing to rectify the situation.

Mr. Temporary Deputy Speaker, Sir, assuming that the seven officers have indeed been posted to Khwisero Division and they have all reported, could the Assistant Minister November 16, 2006 PARLIAMENTARY DEBATES 3737 tell this House what methodology these seven officers are going to use to reach 25,000 households in Khwisero Division even if they have to pay a visit once a year?

On a point of order, Mr. Speaker, Sir. Thank you for the invitation that you have extended to us. However, how can we have hon. Members from all over the world coming to attend a conference in this country and yet, we, as hon. Members or even those from the relevant departmental committee, were never invited to attend that conference?

Mr. Speaker, Sir, technically speaking, millions of Kenyans are squatters. This is because they cannot prove ownership of the pieces of land on which they live. This is because the cost involved in regularising ownership from their parents is very high. Mr. Speaker, Sir, what is the Ministry doing to make it easier for us to make transfers from grandfathers and fathers to the children because that is the only way they can prove ownership of those parcels of land. What is the Ministry doing to make these costs slightly lower so that many people can rightfully own land?

Mr. Deputy Speaker, Sir, the issue of shortage of teachers has become perennial. For the good of this House, according to the strategic plan they have, when will the 3500 PARLIAMENTARY DEBATES November 8, 2006 Ministry be able to employ enough teachers? Is it in 20 years or ten years because this problem has to come to an end? We are not children who are grumbling about it everyday. When will this issue of shortage of teachers come to an end?

Mr. Deputy Speaker, Sir, about a year ago, the District Education Boards (DEBs) were asked by the Ministry to identify some primary schools and a secondary school for funding through the GOK/OPEC project. In the case of Khwisero, nothing has taken place. Could the Assistant Minister give us an update of the progress and if the funding will come at all. I have omitted the schools that are already listed in my constituency out of the CDF, thinking that they would get funding through the GOK/OPEC or ADB.

Mr. Speaker, Sir, I beg to ask the Minister for Health the following Question by Private Notice. (a) Is the Minister aware that HIV-positive patients in Khwisero Constituency cannot access ARVs because the drugs are being dispensed at the Kakamega District Headquarters which is very far away? (b) Could the Minister make arrangements to have the drugs dispensed at Khwisero Health Centre?

Thank you, Mr. Speaker, Sir. I must express my gratitude due to the fact that the Government is providing the ARVs free of charge. However, in the case of my people, they still have to cover the said 13 kilometres to access the ARVs. First, it takes them the whole day and, secondly, they incur a transport cost of up to Kshs300. Could the Assistant Minister consider effecting the dispensing of the ARVs at Khwisero Health Centre? Could he also arrange to conduct the CD4 Count test which costs in excess of Kshs4,000? Thank you, Mr. Speaker, Sir. We know that for the adminstration of ARVs to be effective, it has to go hand in hand with nutrition. This is because you cannot give people ARVs and fail to provide them with adequate food. What is the Ministry doing to help the patients who are infected with HIV/AIDS to access the right food so that the medicine can be effective?
