  • 7 Mar 2012 in National Assembly: (c) whether he can confirm that the appointment will be made according to the recommendations of the recruiting agency. view
  • 7 Mar 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I want to thank the Assistant Minister for that answer. However, you can see the delay that this process has gone through from last year. Actually, before the enactment of the Constitution to date, the NEMA Director has not been appointed. view
  • 7 Mar 2012 in National Assembly: Mr. Speaker, Sir, there were allegations that the Board of Management had been forced to tamper with the list that the recruiting agency had come up with. If you look at the list which the Assistant Minister has given me, you will find that he has given me the list of the applicants. I had asked for the list of those who were shortlisted. Could the Assistant Minister table the list of those who were shortlisted by the recruiting agency? view
  • 7 Mar 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I know the Assistant Minister is still answering, but is he in order to mislead the House that everybody who applied and who actually was shortlisted attended the interview when I have three people who were in this list but were never called for the interviews? Is he in order? view
  • 7 Mar 2012 in National Assembly: Mr. Speaker, Sir, I will right away give you the first name and then you will give me two minutes to ascertain the two other names on the list. Prof. Michael Koech, the former Director of NEMA had applied and he never attended the interviews. I also have two documents from two others; I cannot get their correct names here, which I can verify given time in a short while. view
  • 23 Feb 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to imagine that the oversight function will be provided by the Senate. I will not see the purpose for somebody from the Senate sitting in the same body if they are supposed to play the oversight role. I will not support the amendment. view
  • 23 Feb 2012 in National Assembly: Madam Temporary Deputy Chairlady, I agree with that amendment. I just want a clarification from the Chairman as to where he has put this offence of transferring assets without approval. What is the difference between what we have and what was there? view
  • 16 Feb 2012 in National Assembly: Mr. Speaker, Sir, what informed the Minister in deciding which sectors to fund now that he has restricted hon. Members to only four sectors, that is, education; water; health; and sanitation? We have other sectors, for example, in my constituency where plans had already been made that part of that money was going to finance a sports facility. What informed the Ministry to restrict hon. Members from that? Mr. Speaker: Minister, please, respond. view
