He said that ineligible means that the World Bank money was used to finance activities that were supposed to be financed by Government contribution. But, already, there were funds that had been voted by the Government to finance the same activities. Could he explain what happened to that money? The documents that have been tabled here mainly dwell on donor support. As we all know, there is also the Government of Kenya contribution to this programme. The Controller and Auditor-General has raised serious audit queries on the Kazi Kwa Vijana Programme in the Report for the 2008/2008 Financial Year. One of them is to encourage factories to generate their own hydro power. I do not know whether the Assistant Minister is also aware that some of these projects are used as conduits of exploiting the farmers. view

I have also had a chance to go through the list which the Minister has. It has the names of the village elders who have been paid. It is clear from the list which the Minister has that there is a slight problem with the names.
